Horizon Environmental Services, Inc. hires Ken Carothers as Director of Business Development
Carothers formerly owned and managed Carothers Environmental, LLC, and prior to that was with SWCA Inc. Ken specializes in environmental regulatory compliance, especially concerning threatened and endangered species, and wetland/jurisdictional delineation and permitting. Ken has experience in all levels of project management and biological assessment procedures, especially those concerning threatened, endangered and sensitive species and riparian/wetland habitats. Over the past 20 years, Ken has supervised natural and cultural resources teams in the surveying of more than 5.5 million acres of US Forest Serviceholdings, Bureau of Land Management lands, National Park Service lands, and private domains throughout Texas, Arizona, New Mexico, Utah, Colorado, Nevada, and Hawaii.
Carothers has been the principal-in-charge and primary author for several NEPA documents (EAs andEISs), biological assessments/evaluations, habitat assessments, endangered species survey reports, jurisdictional and wetland delineation reports, Phase I environmental site assessment reports, remediation protocols, and site investigation reports. Ken has managed the coordination of public involvement, agency scoping, and legal notifications, as well as all aspects of natural resource assessment and ESA Section 7, 9,and 10(a) consultations.
Carothers has provided his services to the US Forest Service, Bureau of Land Management, US Fish andWildlife Service, the Arizona, New Mexico, and Texas Departments of Transportation, as well as private developers, utility companies, real estate agents and brokers, municipalities, commercial operators, andresidential homeowners.
