STORMWATER EROSION CONTROL INSPECTOR: TRANSMISSION LINES

Horizon Environmental Services, Inc. is seeking to hire a Field Technician with experience in stormwater erosion control best management practices (BMPs), inspection, and installation along electric transmission line rights-of-way.  Desired skills include previous knowledge and experience with TPDES BMP installation, inspection, and maintenance.  Additional responsibilities include daily reporting and coordination with field crews to communicate deficiencies of structures and design and implementation of required maintenance of these structures.  Conversational Spanish ability is desired.  Ten-hour, 7-day work weeks are common and should be expected.  Substantial travel and remote lodging near construction site is required.  Compensation and per diem for lodging and sustenance is provided.

General responsibilities: Daily inspection of BMP structures and completion of inspection reports.  Coordination with field crew chiefs and management personnel to assure proper installation and maintenance of all BMPs and correct clearing and grading procedures.

Requirements:

Candidates must minimally possess the following

  • Proof of Stormwater Inspector training
  • 2 years or more of professional experience associated with BMP inspection
  • Ability to work well with others
  • Ability to work unsupervised as well as to become a productive and enthusiastic part of a team

Understanding of environmental requirements for Texas Public Utility Commission approvals is preferred.

Successful candidates must pass a drug test as a condition of employment and may be subject to future random drug testing.

Geoscientist/Geologist

Desired skills include experience conducting geologic assessments in Texas and the Austin area, as well as Environmental Assessments pursuant to requirements set forth in the City of Austin Land Development Code Section 25-8-121. Other preferred areas of experience include project management, and preparation of project scopes and budgets. Familiarity with additional environmental regulatory considerations including threatened or endangered species and cultural resource issues is also desired. Desired skills include the management and preparation of RUS Environmental Reports; state public utility commission EAs/CCNs; Section 404 Permit applications; and Storm Water Pollution Prevention Plans. Familiarity with additional environmental regulatory considerations including threatened or endangered species and cultural resource issues and expert testimony experience is also desired.

General Responsibilities:

Proposal preparation; project management; fieldwork; report preparation; client and agency interaction; and marketing Horizon's services to the electric utility industry.

Candidates must minimally possess the following:

  • B.A., M.A. /M.S. or other qualifying degree closely related to Environmental Planning or Environmental Sciences. An advanced degree is preferred.
  • 5 years or more of continuous or equivalent professional experience, including at least 2 years of supervisory/management experience related to the permitting of facilities for the electric utility industry.
  • Understanding of environmental requirements for state public utility commission approvals, particularly in Texas, Louisiana, Oklahoma, and Arkansas.
  • Understanding of RUS environmental policies and procedures, NEPA, CWA regulations, and Section 106 of the NHPA.

Wetland Biologist

Desired skills include wetland determination and delineation per the 1987 US Army Corps of Engineers (USACE) Wetland Delineation Manual as well as the recently issued regional supplements. Applicants must have experience with preparation of Clean Water Act Section 404 Nationwide and Individual Permitting application packages with various USACE District Offices, project management, and preparation of project scopes and budgets.
